Development of a State Tribal Work Group (State/Tribal)

Demographic Information:
This collaboration is the work of the Tribes in Washington State, the Washington State government, and the ACF/DHHS Region X office.

Type of Programs:
Child Care and Development Fund (CCDF), Head Start, Early Head Start, and family/relative child care.

Effective Program Strategy:
A State/Tribal work group was developed that brings Tribes, State and federal players together to get to know one another, share information and strategize. The group was formed over three years ago with the goal of improving communication and collaboration between the Tribes of Washington state, state government, and the federal government. Reaching out to include all tribes has been the key to the success of this effort. Meetings are held quarterly and include key Washington State staff who are involved in child care policy issues and who inform the group about upcoming available funds, training opportunities, and trends in the field.

Resources:
The ACF Region X staff has been imperative in supporting this emerging group. They have frequently supplied the meeting site and refreshments. Various tribes have hosted meetings allowing the group to visit tribal programs. Typically, the host Tribe will provide meeting space and a meal. Each individual Tribe pays for the travel costs for their participant to attend these meetings.

Results:
The primary result is the inclusion of Tribes in policy-making groups in the state. In addition, the increased information regarding funding opportunities in the state is beneficial to Tribal participants. Advocacy for tribal services to children and families that is culturally appropriate is always present. Tribal sovereignty issues can be explored and understood more closely in a group that routinely meets.

Lessons Learned:
Always listen to the stories. In forming a group that includes tribal, state and federal entities, allow relationships to be built. Non-confrontational sessions are key to success.
