LEGISLATIONChild Care and Development Fund (CCDF) - Integrated entitlement and discretionary child care ftmding program created in 1996 as a result of PRWORA. Child Care and Development Block Grant (CCDBG) - Created by the Omnibus Budget and Reconciliation Act of 1990. Funding began in FY91 to provide states and tribes the opportunity to increase the availability; affordability and quality of child care services. Indian Employment, Training and Related Services Demonstration Act of 1992 (PL 102477) - Demonstrates how tribes can integrate their employment, training and related services in order to improve the effectiveness of those services, reduce joblessness in Indian communities, and serve tribally detem ined goals consistent with the policy of self-determination. A tribe eligible for the CCDF may choose to include this program as part of their 102-477 plan. Native Employment Works (NEW) - A tribal program, which focuses on work activities and services to support those work activities (former Tribal JOBS program). Personal Responsibility and Work Opportunity Reconciliation Act of 1996 - PL 104-193 (PRWORA) - Statutory provisions unified a fragmented child care subsidy system to form the Child Care and Development Fund. This replaced child care programs under title IV-A of the Social Security Act - ACF Child Care, Transitional Child Care and AtRisk Child Care and amended the Child Care and Development Block Grant Act to increased funding levels. Also repealed Aid to Families with Dependent Children (AFDC), Job Opportunities and Basic Skills Training (JOBS), and Emergency Assistance (EA) and created Temporary Assistance for Needy Families (TANF) and Native Employment Works (NEW). Temporary Assistance for Needy Families (TANF) - A comprehensive welfare reform program that focuses on moving recipients into work and time-limited assistance. CATEGORIES OF CARECenter-based child care provider - provider licensed or otherwise authorized to provide child care services for fewer than 24 hours per day per child in a non-residential setting unless care in excess of 24 hours is due to the nature of the parent(s)' work. Seeking appropriate child care, providing critical consumer education to parents and outreach to the child care community. Allocations are based on a grant amount of $500 plus a per child amount which varies depending on the number of tribes applying for these funds. OTHER TERMSPlan Preprint - a biennial plan submitted by Tribes for CCDF funding. It must be submitted to the regional offices by July 1. Special needs children - Tribes must define this term in the plan preprint and the definition mu include children with disabilities, those in protective services or foster care, or children in other "special situations".
